Now a days “BLOCK ACCOUNT” has became a great concern for Student Visa Applicant from Bangladesh. With a little effort anyone can open a bank account at German Bank but difficulties started if we try to remit required amount of Euro to Germany. According to new rule applied by German Embassy Dhaka everyone should remit Euro 8040 to student’s own account at Germany before visa interview, but Bangladesh bank only allow to remit to student’s own account after visa. With this scenario I have started gathering information from several banks but all of them refused to remit. Finally somehow I have managed to convince Mutual Trust Bank Limited. I & my friend went to their Gulshan Branch which is an Authorized Dealer/AD branch (Branch allowed to do foreign remittance) on 10th of January, 2015. They informed us we need to open a savings account and then they can forward our application to Bangladesh Bank for approval. Next day on 11th of January we have opened a savings account in there branch and submitted bellow document-

• An Application to addressing GM, Foreign Exchange operation department, Bangladesh Bank (http://1drv.ms/1BGEWk8)
• Admission Letter from Germany
• Student Visa instruction provided by German Embassy Dhaka.
• German Bank Account Opening form (I have highlighted refund policy)
• German bank account details sent by bank.
• Photo Copy of Passport
• Photo copy of IELTS certificate.
• Photo copy of all Academic Certificate.

12th of January Bank have added a separate application addressing GM, Foreign Exchange operation department, Bangladesh bank and sent our document to Bangladesh Bank. After going through a downward chain from GM it reaches to an AD (Assistant Director) for document verification on 19th of January. I came to know from Bank on 20th January morning that my bellow document is required-

• Semester fee information provided by University.
• Cost of living information provided by University.
• An undertaking letter by myself to MTBL branch manager regarding refund if visa reject. (http://1drv.ms/1KfvJkY)

We brought them to the Bank, get them attached by the signatory person & brought them ourselves to Bangladesh bank. We met with the AD who had our file, given her missing document. Then she started questioning all the issues. We briefed her properly, and then she was complaining about clarity of admission letter and told us that university logo is not properly visible. Then we have shown her all document & mail correspondent instantly from our phone. After seeing and discussing all this she was pretty satisfied. She told us next morning she will forward them to upward chain for approval and also told us to come again on 22th of January. I went there and came to know that she didn’t have any feedback yet. So I went there again and came to know it’s stuck on their DGM’S table. DGM signed it but on that day I missed their GM. So Next morning that is 26th of January again I went there and my file was signed by the GM, Foreign Exchange Operation Department. I take an approval from the AD and brought that to MTBL. Right away they have remitted my money to my German account. Next day I have received my Block Account Certificate.

This is true that I had to put so many effort to get it done but still I am happy that I have done it 100% legally. Another important point is, I wish I don’t get rejection from Embassy but if it happens then I am already approved by Bangladesh Bank to bring back my remitted amount to my MTBL account. So those who have enough time in hand and able to visit Bangladesh Bank several times I will suggest them to follow my steps which will not only give you a solution but also will remain open the door for reversal remit if visa application get reject (Though none of us wish that). Please note that I have attached the link for draft copy of Application & Undertaking. Please use it to get an idea and prepare a new one for yourself. If you start copying Bangladesh Bank may think you are not serious enough and not putting your effort to get it done. According to Bangladesh bank official, they are unable to loosen the policy for student, but they are ready to help us if we apply to them with proper document. Best of luck 🙂

I, ZZZ, Son of ZZZ & ZZZ, Passport No: ZZZ, Account No:……………………………………….., Mutual Trust Bank Ltd, Gulshan Branch, Dhaka, recently got admission from ZZZ University, ZZZ City, Germany for Summer semester 2015. . According to new rule implemented by Embassy of the federal republic of Germany, Dhaka, before visa interview every student visa applicant should transfer Euro 8040.00 to a bank in the federal republic of Germany to proof of sufficient fund for the first year of studies. Account in German Bank will be owned by myself but will be blocked for Embassy of the federal republic of Germany, Dhaka. I must transfer the fund before Visa interview & must obtain a certificate from German bank after successful transfer, which I must show to Embassy of the federal republic of Germany, Dhaka, during visa interview.

If embassy grants me the visa and if I reach to the Germany, only then I will be able to withdraw Euro 670/month from that account as my living expense.

If Embassy rejects my request then Embassy will provide me a visa denied certificate which I have to provide German bank. After receiving that certificate German Bank will close my account and will do reversals transfers of said fund to my Mutual Trust Bank account (Account Name: ZZZ, Account No: ZZZ).

For your kind information I have already opened a Bank account in Deutsche Bank AG, Germany and my Account details is, Account Name: ZZZ, Account No: ZZZ, Branch No: ZZZ, Bank Code (BLZ): ZZZ, IBAN: ZZZ, Bank ID Code: ZZZ. Please note that Deutsche Bank AG charges additional Euro 50 as their service charge therefore I have to remit total Euro 8090(Euro 8040 as Block amount + Euro 50 as Bank service charge) to my Deutsche Bank AG account.

I have enclosed the entire relevance document with this application and therefore it will be kind enough if you grant me permission to transfer Euro 8090 from My Mutual Trust Bank account to my Deutsche Bank AG account.

This remittance will be done as a pre-requisite of German Embassy Dhaka for all student visa applicants. I, the undersigned, agree and undertake that, if my student visa application request refuses by German Embassy Dhaka, in my own responsibility I will refund the said amount from my German Bank account to my Mutual Trust Bank account.
